Medicaid Waiver Programs
As part of an array of self-directed services, RCIL delivers three Home- and Community-Based Medicaid Waiver Programs. The waivers allow Medicaid funds to "follow the person," enabling individuals with disabilities to reside in the living arrangements of their choice with the type and degree of support needed to increase independence in their home and community.
All three Waiver services "waive" the limitations associated with traditional Medicaid services typically offered in institutional settings, thus allowing the respective agencies to use Medicaid dollars to fund innovative, community-based service alternatives.
Programs currently include Office of Mental Retardation and Developmental Disabilities Waiver Services and Department of Health Waiver Services for Individuals with Traumatic Brain Injury.
Together, these programs allow qualified Medicaid-eligible individuals to choose to live at home, able to determine their own level of support in an independent, community-based setting rather than being required to live in an Intermediate Care Facility, Nursing Home, or other type of institution in order to receive benefits.
Services may include any combination of the following:
- Service Coordination -- case management services are provided in conjunction with several other programs at RCIL. Staff put their advocacy experience and expertise regarding community resources and services to work for consumers.
- Habilitation Services, including independent living services, structured day programs, in-home supports, and out-of-the-home supports
- Pre-vocational services and supported employment services
- Substance abuse programs
- In-home respite
- Environmental and vehicle modifications and adaptive technology
- Community integration counseling
- Transportation
- Intensive behavioral programs
- Specialized medical equipment and supplies
