Comptroller

Resource Center for Independent Living is looking for our next motivated and inspirational Comptroller to join our team. The Comptroller reports to the Chief Financial Officer and oversees accounting, budgeting, reporting, operational and programmatic support to all agency programs.

The Comptroller provides leadership, oversight, and supervision to the finance department team to include coaching and feedback, interviewing, hiring, new employee onboarding, conducting performance evaluations, discipline, and termination. The individual chosen for this position may be considered for future promotional opportunities.

Resource Center for Independent (RCIL) is a not-for-profit organization headquartered in Utica, New York. It is comprised of three Independent Living Centers, a service organization and a LHCSA in the Mohawk Valley. In home services (CDPAP and SD) are provided throughout the state of New York. RCIL has a staff of approx. 3000 employees, the majority of whom work remotely.

Key responsibilities

  • Supervise billing/account receivable, purchasing, accounts payable/cash disbursements, contracts/grants, and payroll functions.
  • Oversee the month-end closing process and prepare monthly financial budgeting reports including monthly profits and loss actual statements, forecasts thru year end and cash flow projections.
  • Review and analyze monthly department/program financial results and provide recommendations. Ensure that programs and departments operate in a fiscally responsible manner by working with directors to develop strategies that address budget deficits and maximize funding.
  • Review and ensure application of appropriate internal controls and financial procedures.
  • Ensure timeliness and accuracy of financial and management reporting data for federal, state, and local governments, foundations, and other grant funders.
  • Oversee financial audits by independent auditors and external governmental agencies.
  • Ensures timely completion of all annual regulatory cost reports including, but not limited to, the annual Consolidated Fiscal Reports, Costs Report, 990s and Char 500s, and Indirect Cost Reports.
  • Actively participate in meetings, work groups, and conferences relating to state, regional or provider-based training, collaboration, or advocacy: including, but not limited to, OPWDD, DOH, NYSED, FMA, and Provider Associations.
  • Continue developing industry knowledge as it relates to the Center’s programs including but not limited to those governed by Office of People with Developmental Disabilities (OPWDD), State and Federal Agencies and Department of Health (DOH).
  • Engage with vendors, regulatory agencies, community partners and other stakeholders as needed.

Skills

  • Must be proficient with Microsoft Office Suite - high proficiency in Microsoft Excel required (Pivot Tables, V-lookup, etc)
  • Ability to quickly learn the Center’s General Ledger, Billing, HRIS, payroll management and similar computer applications.
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
  • Excellent time management with proven ability to meet deadlines.
  • Ability to work under pressure, plan personal workload effectively, and delegate appropriately.
  • Strong supervisory and leadership skills.
  • Displays flexibility and openness in daily work and encourages others to stay open to change and improvement.
  • Must possess the ability to make independent decisions when circumstances are warranted.

Required qualifications.

  • Minimum of bachelor’s degree in Accounting or Finance required. Certified Public Accountant or MBA preferred.
  • Minimum of 7 years of progressively responsible management experience in the field of Finance and Accounting: experience with non-profits preferred.
  • Proven leadership and management skills with a track record of experience leading and developing teams.
  • Ability to commute/relocate: Utica, NY 13501: Reliability of commute or planning to relocate before starting work. (Required)
  • Work Location: in-person
