Utica, NY – September 11, 2025 – The New York State Ombudsman Program, Region 9, will host a first-ever partnership brunch to bring together first responder organizations, including police and EMS, to strengthen collaboration between Ombudsman advocates and first responders, ensuring residents in long-term care facilities receive timely and effective support.

This first-of-its-kind event will take place on Thursday, September 18, 2025, from 11:00 a.m. to 1:00 p.m. at the Delta Marriott in Utica, NY.

Region 9 of the Ombudsman Program oversees nursing homes and adult care facilities in Oneida, Herkimer, Otsego, and Madison Counties. Ombudsman representatives visit facilities weekly to investigate complaints, monitor conditions, and serve as a voice for residents—resolving concerns before neglect or abuse occurs.

With staffing shortages and increased mental health challenges, residents sometimes feel overlooked,” said Katie Montague, Region 9 Program Coordinator. “Too often, they call 911 when their needs go unmet. Partnering with first responders will reduce unnecessary calls, improve communication, and strengthen care.

Representatives will attend from Rome, Oneida, and Herkimer Police Departments; the Oneida County Sheriff’s Office; New York State Police; Central Oneida County Volunteer Corps (COVAC); Kunkel Ambulance; Midstate EMS Regional Emergency Medical Services Council; RCIL; and the New York State Ombudsman Office.

The brunch will provide first responder organizations with:

An overview of the NYS Ombudsman Program and its role in long-term care oversight.
Opportunities to collaborate and coordinate responses when residents call for help.
A chance to build partnerships that enhance the quality of care and safety for vulnerable residents.
A recent article written by the NYS Inspector General underscores the critical importance of the Ombudsman Program in protecting residents’ rights and safety, highlighting why this partnership is so timely.
